Dear Professional Driver,

Did you know that the Federal Motor Carrier Safety Administration has a program providing financial resources to help States plan and implement a high visibility traffic program to help decrease accidents and fatalities with commercial motor vehicles (CMV’s) and privately owned vehicles (PV’s)? This program is called Ticketing Aggressive Cars and Trucks (TACT). The TACT program provides funding to State agencies and Local governments to develop, conduct and evaluate a comprehensive study which measures the effectiveness of a high visibility enforcement campaign to reduce unsafe driving behaviors. An example of a program you may be familiar with is “Click It or Ticket”; a campaign getting drivers to use their seat belts. State law enforcement agencies have used billboards, streaming messages on roadside message boards to out-fitting commercial motor vehicle vans with graphics promoting their developed program.

TACT provides a research based safety model which promotes safe driving behaviors among CMV’s and PV’s. These behaviors include, but not limited to, unsafe lane changes, tailgating, failing to signal lane changes, failing to yield the right of way, speeding and aggressive driving. Aggressive driving is defined as a combination of two or more of these behaviors. The program model includes the following activities:

➢ Communication – Builds awareness and provides education to the dangers of poor driving behavior
➢ Enforcement – Stops drivers behaving improperly by the use of warnings, tickets and written citations with subsequent fines
➢ Evaluation – Helps structure the program for States and Local governments to provide results and feedback on the model; determining effectiveness
TACT does not measure program success by the amount of citations a State issues rather a reduction in overall crashes and fatalities. Ultimately, this program helps the Federal Motor Carrier Safety Administration achieve its mission by educating car and truck drivers on sharing the road safely.

In order for States to receive Federal funds for planning and implementing a high visibility traffic enforcement program, the State must first submit a TACT proposal to the Motor Carrier Safety Assistance Program (MCSAP) Administrator. MCSAP is one of the Federal agencies providing grants and financial assistance to States to reduce CMV involved crashes, fatalities, and injuries. This is the same agency supporting State Commercial Motor Vehicle Enforcement Teams who conduct roadside inspections which impact motor carriers’ CSA scores. This TACT proposal should answer questions outlined in the requirements section of the TACT Proposal Checklist. Individuals and businesses are not eligible to apply for the TACT program.

J & S Transport is particularly interested in the TACT program as it provides States the means to address aggressive driving behavior by personal motor vehicles. These PV’s have been determined to be the leading cause for accidents involving CMV’s. More information can be found on the Federal Motor Carrier Safety Administration’s website:
